Sandra McQuain

SVP, Energy & Infrastructure Group

Sandra McQuain serves as Senior Vice President of the Energy and Infrastructure Group at Access Intelligence, overseeing a portfolio of publications, events, and digital products that includes Power, the LDC Gas Forums, P3C Media, and Exchange Monitor.

Prior to joining Access Intelligence, she founded The McQuain Group, LLC, a media and public relations firm specializing in infrastructure delivery and public-private partnerships. Her P3 expertise included contributing to P3 Bulletin, a London-based publication covering global P3 markets.

Before that, Sandra served as Executive Director of the England Economic and Industrial Development District, leading redevelopment of the former England Air Force Base and operating Alexandria International Airport (KAEX), a Part 139 commercial airport.

Her private-sector experience includes Chief Operating Officer of Baker Manufacturing Company, a national commercial furniture manufacturer, and Senior Vice President of Marketing and Operations for Zephyr Associates, a software development firm.

Her public-sector career spans leadership roles in state and federal government, including service to a Tennessee Governor, State Director to a U.S. Senator, and managing the Office of Press for a United States Attorney (WD-TN).

Sandra’s infrastructure and community resilience work extends to civic leadership as well. Louisiana Governor John Bel Edwards appointed her to the Louisiana Board of Commerce and Industry in 2021. In 2020, at the invitation of the Louisiana Secretary of Transportation, she was appointed to the Resilient Louisiana Commission’s Transportation and Infrastructure Task Force, convened to address the broad economic and infrastructure challenges posed by the COVID-19 crisis. She also serves on the Board of the Louisiana Association of United Ways and has held leadership roles as past Board Chair of both the United Way of Central Louisiana and the Central Louisiana Chamber of Commerce.
